WEST VIRGINIA State Incentives
The Economic Opportunity Credit is available to businesses that make a qualified investment in a new or expanded business. It is also available for qualified small businesses and headquarters relocation. The credit offsets 80% of taxes for up to 13 years. The minimum job requirement is 20.
The Manufacturing Investment Tax Credit is for manufacturers that make qualified capital investments in an industrial facility; it allows a 50% corporate net income tax credit and franchise tax credit based on investment with no new job creation required.
Businesses engaged in qualified R&D activities are eligible for the Strategic R&D Credit. It allows for up to 100% tax offset for R&D projects, and it may be refundable in some cases. As always, certain R&D purchases are exempt from the state's sales, service and use taxes. Purchases of tangible personal property and services for direct use in research and development are exempt from West Virginia's consumer sales and service tax and use tax.
The High Growth Business Investment Tax Credit is equal to 50% of the qualified investment made in companies that have been certified by the tax commissioner as eligible for the Strategic R&D Tax Credit.
