MISSOURI State Incentives

Community College New Jobs Training Bonds provide training funds for workers employed in newly created jobs at eligible companies that are creating a substantial number of jobs through expansion or start-up. Local community colleges initially finance the training through the sale of certificates, which are retired by using a portion of the employer's regular state withholding tax equal to 2.5% of gross wages for the first 100 new jobs, and 1.5% for the remaining new jobs. Pre-employment training, curriculum development, instructional salaries, training assessments, training supplies, and vendor training are all eligible training costs for funding.

The Customized Training Program helps offset costs to employers who are training new or existing employees. Classroom skill training may be provided at the employer's facility, at a local education agency, or another suitable site. Local education agencies, private vendors, or company personnel assist employers in assessing training needs, developing curriculum, and delivering instruction.

The BUILD Missouri Program is designed to offset infrastructure and other capital costs of certain large projects by making the cost of investing in Missouri more competitive. The program enables a portion of the costs of qualifying capital investments to be financed for eligible businesses that seek to locate or expand in Missouri.

The Quality Jobs Program provides an incentive for small and expanding businesses, advanced technology companies, and high-impact projects that create new jobs with health insurance benefits. Qualifying companies may keep a percentage of the payroll of the new jobs or a percentage of the state withholding taxes paid to the state for new employees for a set number of years. The amount of the benefit is based on the wage paid relative to the average county wage where the employer is located.
